The crew of the USS Enterprise-D investigate the disappearance of the Klingon High Chancellor, Gowron. They are led to believe that he has been replaced by a Changeling, a shapeshifting alien. Worf is determined to find the true Gowron, and enlists the help of a religious sect known as the Klingons of the House of Duras. They believe that the Duras family has the true heir to the Klingon throne, and Worf sets out to find him.
Meanwhile, the Federation is at war with the Klingons. The Enterprise-D is ordered to attack a Klingon ship, but Worf refuses to fire on his people. He is arrested and brought before Picard. Picard tells Worf that he must choose between his duty to the Federation and his loyalty to his people. Worf decides to go to the Klingons of the House of Duras and find the true heir to the throne.
Worf is successful in finding the heir, and the Enterprise-D is able to stop the war. Gowron is reinstated as Chancellor, and Worf returns to the Enterprise.
